Public Health Education Specialist/Data Specialist - Triple P Program

Position Responsibilities:
This position is a grant-funded position within the Health Education/Healthy Communities Department. This is a temporary, time-limited position that is funded based on the continual availability of grant funds. The Triple P (Positive Parenting Program) Data Specialist will strengthen the Triple P initiative and support activities for families of children 0-17 in the counties of Albemarle Regional Health Services, Martin-Tyrrell-Washington Health District, and Dare County.  The Triple P Data Specialist will work closely with the Triple P Specialist and under the direction of the Triple P Lead Coordinator, as well as participate on the North Carolina Triple P State Learning Collaborative, and local Triple P Implementation Team. The overall purpose of the program is to develop and deliver Triple P to providers in mental health, non-profit family services, courts system, and private and public health systems. Triple P will target parents of children ages birth to 17, as well as parents of children with developmental and/or intellectual disabilities. Triple P is designed as a population-based, systems level approach that leverages multi-sector collaboration to positively impact families, de-stigmatize seeking information and support, and ultimately improve long-term local indicators including the child maltreatment rate, out of home placements, and Emergency Department visits for child maltreatment. This position will serve as the liaison between Triple P America, Albemarle Regional Health Services, Martin-Tyrrell-Washington Health District, and Dare County. A media-based parent-information campaign will be designed to reach a cross section of families of children 0-17 in Camden, Currituck, Gates, Pasquotank, Perquimans, Bertie, Martin, Tyrrell, Washington, Hertford, Chowan, and Dare counties to support the public health, population-based approach of the program. The program will raise awareness of parenting issues, offer principles of positive parenting, and provide information on ways to access support in the counties of Albemarle Regional Health Services, Martin-Tyrrell-Washington Health District, and Dare County.

Key Duties:
·        Provide general direction, oversight and accountability of program
·        Responsible for and serve as primary contact for data management and collection
·        Coordinate evaluation measures for Triple P in the 12 Northeastern NC counties
·        Track progress on all Triple P Implementation Plan activities and report to national and state staff
·        Collect and submit data and assure its accuracy and consistency   
 
Knowledge, Skills, and Abilities:
·        Considerable knowledge of the programs within the assigned area of responsibility.
·        Considerable knowledge of the principles and practices of public health and health promotion activities.
·        Considerable knowledge of the community structure and leadership patterns.
·        General knowledge of community health and human services systems.
·        Knowledge of modern educational theory and techniques of public health education.
·        Ability to present information effectively both orally and written.
·        Knowledge of display techniques and skill in the arrangement of exhibits.
·        Considerable skill in the development, selection, and use of effective educational materials.
·        Ability to establish and maintain effective working relationships with agency staff, community organizations, and the public.
·        Ability to analyze situations accurately and to adopt effective course of action.
·        Ability to stimulate interest and cooperation amongst various groups in carrying out health education programs or activities.
 
Minimum Training and Experience:
Graduation from a four-year college or university with a major in health education and one year of experience in public health education or a related field; graduation from a four-year college or university and two years of experience in public health education; or an equivalent combination of education and work experience.

NOTE: All degrees shall be from an accredited institution. Transcripts will be required upon hire.
