The Idaho Department of Environmental Quality (DEQ) is hiring a grant and loan officer for our State Office. This position is the state lead for the drinking water and wastewater grant program that provides funding for capital improvement projects. This position also fulfills federal reporting requirements for the Grants and Loans Bureau. 

Example of Duties:

  • Serve as the lead and primary point of contact for drinking water and wastewater planning grants.
  • Process planning grant applications, draft grant offers and bypass letters, review requests for grant increases, make recommendations to the Bureau Chief, maintain grant handbooks, attend pre-application meetings with regional staff, ensure reimbursements are made in a timely manner, and answer questions from internal and external stakeholders on grants.
  • Ensure consistency throughout the planning grant program and resolve discrepancies and issues in a timely manner. 
  • Oversees data and reporting requirements for the State Revolving Fund (SRF) program.
  • Ensure data are entered in the grants and loans database and Clean Water State Revolving Fund Benefits Reporting System and Drinking Water Projects Benefits Reporting upon execution of a loan.
  • Assist the loan coordinator and the program analyst with maintenance of internal and external databases.
  • Reports information in the National Information Management System and ensure the agency meets requirements under the Funding Accountability and Transparency Act. 
  • Develop press releases, ensure loan payments are made on time, and assist with letters of interest reviews. 
  • Participate in staff training, program development, and annual audits. 

Minimum Qualifications:

Good knowledge of:
  • Economic conditions and credit aspects to be considered in evaluating credit worthiness of loan applicants
  • Generally accepted accounting principles, auditing standards, and financial and management systems used in administering loan programs

Some knowledge of:
  • State and federal financial services regulatory laws

Experience:
  • Communicating effectively both orally and in writing

Specialty Minimum Qualifications (required for this position):

  • DEQ 5211B - Project Management Knowledge: Some knowledge of project management practices gained through completion of a semester long college-level course or completion of approximately 40 hours of training related to project management; OR approximately one year’s experience participating in all aspects of project management.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
