Deputy Director, Budget and Performance Analysis

Deputy Director for Budget and Performance Analysis

The primary purpose of this position is to function as Deputy Director for Budget and Performance Analysis for the Division of Budget and Analysis. This position provides leadership and management of senior program/budget analysts and grants coordinator in the ongoing development and administration of objective, accurate, and timely analysis with respect to planning and evaluation of fiscal/budget, legislative requirements and measurable program/service performance, in order to enhance the efficiency, effectiveness and return on investment of DHHS program/services. This includes oversight in the areas of budget and financial management, and personnel administration. Job responsibilities include the following:
·       Provide leadership and management on in-depth information/data gathering and analysis regarding the proposed use of funds and relationship to measurable progress and outcomes of programs/service and departmental mission, goals
·       Work collaboratively with other leadership and management regarding the planning, organizing and directing a broad range of budgetary, grant and other functions involving a variety of intricate programs/funds with multifaceted grant funding sources which must adhere to federal and state policies and procedures
·       Provide leadership in the development of processes, procedures, and systems that contribute to successful business operations across the Department
·       Supervise professional-level budget analysts in performing duties in carrying out the planning and development of the DHHS Budget
·       Research, analyze and address Departmental budgetary and program issues that have significant impact on the successful delivery of services across the Department
·       Maintain successful working relationships with senior Departmental Management, Division management as well as senior management and staff at the Office of Budget and Management, Fiscal Research Division and the Governor's Office, and other key partners
·       Focus on programmatic and certain business operations; performance and measurable results of services, contracts and grants with complicated state and federal regulations as an integral part of budgeting and continuous improvement
·       Lead ongoing development of Departmental options for more effective service delivery and outcomes through various means that include reorganization
·       Provide leadership and oversight of the ongoing planning and development of DHHS Open Window, a system to merge and manage the DHHS performance management, budget, contract and monitoring activities into a seamless integrated system
Other key responsibilities:
·       Project management
·       Daily operational management of budget and analysis which affects strategic and tactical funding resource allocation for department operations
·       Evaluation of existing and proposed legislation and the impact on the agency



About the Division of Budget and Analysis:
The Division of Budget and Analysis provides leadership, oversight and support, and exercises appropriate controls, consultation, and analysis in the development and execution of the budget in support of the management and operations of the Department, all divisions, and facilities providing DHHS services. This is accomplished by (1) developing, executing, and modifying the department's operating budget (2) researching and analyzing issues that impact the Department's budgets, strategic plans, and services, and (3) developing innovative solutions to challenging problems. Two functional units are found in this work unit: one financial and the other analytical and focused on performance.

Knowledge, Skills and Abilities / Competencies
·       Demonstrated managerial experience in planning, directing, and organizing the work of professional staff
·       Considerable knowledge of health and/or human services programs either through professional work experience and/or budgeting experience associated with the management of health and/or human services programs
·       Considerable knowledge of state and federal laws affecting these programs with subsequent impact and consequence on budgeting and fiscal analysis
·       Working knowledge of legislative and rulemaking processes
Minimum Education and Experience Requirements
Master’s degree in business administration, public administration, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive administrative experience involving participation in the supervising, planning and management of a business or governmental program;

Bachelor’s degree, in business administration, public administration, or other discipline related to the area of assignment from an appropriately accredited institution and five years of progressive administrative experience involving participation in the supervising, planning and management of a business or governmental program; 
-OR-
Equivalent combination of training and experience.
