Senior Database Developer III

Job Description

The primary duties of this lead developer position for the Database Team involves the design, development, maintenance, and documentation of data programming objects, reports, and ETL processes. The candidate will also perform supervisory duties in the absence of the team supervisor or when designated by the team supervisor. 

Examples of Work

Technical examples:
  • Design and architect complex databases
  • Design and create all forms of database objects and schemas
  • Create complex multi-sourced reports using a reporting engine e.g. Reporting Services
  • Create complex DTS/SSIS packages
  • Define and create complex ETL processes
  • Assist other database developers with object creation, optimization
  • Assist the DBA with defining database standards and processes
  • Responsible for Database Team owned server jobs. Assist with creation, scheduling and maintenance of said jobs.
  • Assist application developers with performance and stored procedure optimization
  • Define, scope and deliver development projects
  • Assist users in determining appropriate data models
  • Perform unit testing, integration testing, user training testing, final acceptance testing, and modifications based on user feedback
  • Participate in vendor product reviews and provide feedback
  • Work with vendors in evaluating and implementing new technologies
  • Maintain existing and new databases, make modifications, deploy updates as required
  • Prepare reports, statuses, system documentation, technical papers, and presentations periodically. Maintain business correspondence and keep documentation current.
 
Leadership and supervisory examples (when delegated by the supervisor):
  • Responsible for providing a high level of responsive service to agency personnel through the efficient allocation of personnel and direct communications with customers.
  • Must be able to correctly prioritize work activities and tasks in a high service volume workplace to ensure that critical needs are met in an expedient manner.
  • Support includes, but is not limited to, responding to customer inquiries, assisting in the development of solutions to improve agency technology operations, prioritizing and assigning work orders, development and training of personnel, adhering to all requirements of agency policy to include regulations outside of ISM, developing effective processes, improving existing processes, and recognizing positive performance and addressing negative performance.
  • This position frequently has direct involvement in troubleshooting technology problems and implementing problem solving measures to reduce reoccurrences. Job tasks often require interactions with application software to diagnose and resolve unique, non-recurring problems.
  • This position frequently utilizes one-on-one communications with both internal and external end users and vendors.
  • The position responsibilities require the ability to conduct independent analyses, to communicate effectively verbally and in writing, and a motivation toward continuous improvement and professional development.
  • Work in this position is often performed with little supervision which requires the candidate to be accountable for the supervision (when delegated) of workload and team personnel as well as possessing the characteristics of initiative and excellent judgment.
  • This position will also require the candidate to have a daily working knowledge of, and adherence to, inventory control regulations and the Criminal Justice Information Services (CJIS) Security Policy.
  • The candidate must possess an exemplary level of organizational skills and attention to detail to ensure that error rates are rare or non-existent.

Knowledge, Skills and Abilities

Required Candidate Technical Skills, Knowledge, and Proficiencies:
  • Thorough understanding of a TSQL database language (e.g. SQL)
  • Understanding of client-server computing
  • Integration services experience (e.g., SSIS)
  • Data Analysis/Report building experience (e.g., SSRS)
  • Experience with data management
  • Database design experience
  • Proficient and demonstrated use of reporting and query tools
  • Understanding of software development lifecycle
  • Understanding of development in a multi-system environment
  • Thorough understanding of SQL Server configuration and server environment
  • Experience building/creating tables, views, stored procedures, functions and indexes
  • Experience working with creating and maintaining ETL processes
  • Experience deploying DTS or SSIS packages
 
Preferred Technical Knowledge, Skills, Abilities, and Requirements:
  • Transaction application database knowledge
  • Data Warehouse experience
  • Experience with geocoded data
  • Experience with CLR functions

Open Requirements/Supplemental Information

  • Bachelor’s Degree in Computer Science, MIS, or equivalent work experience
  • 12+ years professional IT data related experience with a demonstrated understanding of database structures, theories, principles, and practices
  • 10+ years Microsoft SQL Server experience or comparable enterprise DB experience
  • Two or more years of verifiable experience successfully supervising and/or leading a technology team or organization of at least five subordinates
  • One or more years of verifiable experience developing documented process improvements, developing the skills of team personnel, and creating a work environment that encouraged leadership development of all subordinates.
  • One or more years of verifiable experience as the lead planner, scheduler, and administrator of successful and timely deployments/implementations of team-based database projects
  • Additional Requirements:
  • Must be available to work during limited emergency declarations as prescribed by the City of Jacksonville Civil Service and Personnel Rules and Regulations Rules.
  • Must be available to respond to telephone calls, meetings, and unexpected situations outside of normal work hours until situations are resolved.
  • Must be able to write technical documents to record actions taken for project planning, installations, modifications, upgrades, and problem resolutions.
  • Must be able to conduct research and effectively collaborate with outside entities and agencies regarding current best practices.
  • Must maintain existing knowledge and skills through continuing education.
  • Must have a personal standard of high attention to detail in all work tasks.
  • Must work well as part of a team and/or as an individual depending on the task at hand.
  • Must be flexible with changing, and often unexpected, work demands to meet the operational needs of the agency.
