Highways Program Manager


The Challenge 
Looking to make a difference in a leadership role with the highest-rated NC state agency for employee satisfaction? 
 
We are looking for a skilled highways program manager to lead a team of 21 staff who develop, implement, analyze and revise our $200M Division of Highways Equipment Fund supporting 14 Divisions, equipment repair shops, Central Equipment Depot, DOT Aviation Equipment, fuels dispensing system, central inventory and central administrative offices. This role functions independently in resolving highly political issues and issues directly impacting the vision and strategic planning initiatives of executive management.
 
In this role you will:
  • Identify and analyze our highway planned operations and special programs.
  • Manage multiple accounting functions including general ledger maintenance, payroll, accounts payable, accounts receivable, cash management, budget preparation and oversight, contract management, grants management, auditing, cost accounting, and forecasting.
  • Estimate revenue required to support our planned activities. 
  • Execute accounting tasks of high complexity requiring broad decision-making authority with considerable consequence for error.
  • Determine subaccount funding levels.  
  • Analyze costs incurred and identify abnormal charges/spending patterns. 
  • Establish agency-level fiscal policy and procedures, and design, evaluate, and modify accounting systems and structures. 
 
You will also:
  • Approve fund reallocations between subaccounts and significant expenditures for unprogrammed activities.
  • Provide scheduled financial presentations to central equipment staff and subaccount managers. 
  • Allocate funds for new equipment purchases and distribution to divisions through our fair share program. 
  • Review cost analyses and recommend cost savings opportunities. 
  • Analyze financial impact of new procedures, policies, and programs. 
  • Develop and submit biennial budgets for the State Equipment Revolving Fund. 
  • Exercise approval authority for requisitions, travel expenses, fund transfers, and other accounts payable. 
  • Manage production planning to ensure processes are aligned and quality controls in place in order to avoid costly delays in equipment reaching the divisions.  
  • Provide strategic planning, policy development, and evaluate the operation of a 40K square foot enclosed warehouse containing 7.5K lines of repair parts, hand tools, supplies and special equipment valued at over $5M. 
  • Review term and convenience contracts to ensure they provide adequate support and are consistent with organizational objectives and initiate changes when deemed appropriate. 
  • Evaluate the impact of operational decisions on support requirements and adjust inventory levels accordingly. 
  • Develop and utilize product moment correlation for construction of data tables to evaluate monetary, equipment and material projections.
  • Approve additions and deletions of lines of inventory and determine level of support to be maintained. 
  • Provide operational support on a 24/7 basis to field units during emergency conditions. 
  • Provide overall oversight for safety and welfare of employees operating a variety of materials handling equipment and other specialized activities.
 
Your role also will:
  • Supervise the Unit's Business Officer and Accounts payable clerk and provide oversight for budget analysis and invoicing. 
  • Manage all business office functions in the unit.  
  • Indirectly manage warehouse operations by supervising the warehouse manager.
  • Organize staff to most effectively and efficiently complete ongoing operations and special taskings, counsel employees, take disciplinary actions, perform tasks associated with hiring new personnel, and approve staff development training.  
  • Serve as the primary leadership role in emergency afterhours support for planning for field operations needs including approving emergency purchases, recalling personnel, assigning equipment, shipping emergency supplies, reallocating resources, and other activities.
  • Supervise the master data section responsible for the source data input into SAP and state-created databases. 
  • Manage specialized or one time events associated with materials and facilities programs.  
  • Review and write policy, procedures or contracts drafted by internal and external entities to determine impact on unit operations and customer support.  
  • Exercise approval/disapproval authority or make recommendations to those who have the authority for monetary expenditures.  
  • Coordinate programs and activities for large projects such as cleaning contracts, phone systems, specialized agency support.  
  • Perform typical functions associated with maintain a professional office such as answering the phone, correspondence, filing, attending meetings, and other duties as assigned.
  
What You Bring  
  • Working knowledge and background of accepted principles and practices of public and business administration (GAAP).
  • Working knowledge of human resources, purchasing, budget and accounting practices and procedures as related to the program area.
  • Working knowledge of operational and policy knowledge of fleet management and skills in managing a staff of professional and support positions.
  • Demonstrated skill in program analysis and evaluation.
  • Demonstrated ability to select, train, and supervise employees engaged in the function of fleet and material management.
 
Education & Experience 
  • Bachelor's degree,
  • 3+ years of relevant program experience,
  • 1+ year of supervisory experience; or
  • An equivalent combination of training and experience.
