Your Role As A QMHP
As a Qualified Mental Health Professional (QMHP), you will provide mental and behavioral health services to our youth at Tillamook Youth Correctional Facility. You will join a team of professionals all striving to help young people reach their potential. As QMHP, your work will be supported by clinicians licensed in the state of Oregon and qualified to provide clinical supervision. It supports and maintains a dynamic environment that moves youth through a treatment process that promotes the acceptance of responsibility, healthy habits, productive lifestyle, and socially acceptable conduct. In cooperation with the Living Unit Manager (LUM), and unit Case Coordinator (CC) the QMHP provides leadership to their assigned living unit for implementing and sustaining evidence based treatment in a group living environment. This key member will perform duties such as:
- Develop and monitor unit schedules to ensure that youth are receiving the services identified on their case plan.
- Participate in community groups, one on one meetings, and other activities to model appropriate relationships and to allow for youth and staff to have meaningful participation in the program.
- Monitor behavioral and mental health case plan domains, long and short-term goals, determining appropriate clinical and youth development interventions, etc.
- Perform professional casework in counseling and guidance of youth.
- Develops unit guidelines and protocols to inform the living unit on best practice approaches in dealing with trauma based reactions.
- Provides clinical consultation, technical expertise, advice and training to staff on appropriate ways to attend to youth who present with mental and behavioral health needs.
- Work with the MDT to develop and oversee the living unit behavior management system including any point/level or grading and tag system, tag or level reviews and ensures that it is in alignment with best practices, is strengths based, and is developmental in design.
- Leads the MDT in the development of special programs, youth incentive or restrictive programming and ensures programs are balanced with appropriate treatment and skill building opportunities, restrictions, and are developmental in their approach.
- Conducts treatment (groups or individual sessions) with youth dealing with specific mental/behavioral health programming needs and or on elevated suicide precaution programs aimed at crisis prevention and youth wellness.
- Conducts family therapy as indicated and as youth's families are available.
- Engages in clinical consultations with the consulting psychologist/psychiatrist/PMHNP to review youth progress, therapy and paperwork.
- Monitors, assesses, and provides intervention for suicide risk with youth.
Working Conditions:
- All OYA locations are tobacco-free environments.
- Counseling and casework management is performed in a group living milieu. This may involve the treatment of emotionally unstable clientele and the danger of physical assault is present.
- Daily face to face contact with adjudicated youth and youth from the Department of Corrections who may exhibit hostile, aggressive or assaultive behavior. This position is expected to enforce rules and to restrain youth during crisis situations.
- May be subject to a hostage situation.
- Employees are subject to recall during facility emergencies.
- May deal with angry and hostile family members and visitors.
- Weekend, holiday, or evening work may be required.
- Stand-by, or on-call duty may be required.
- Travel to other OYA locations or to trainings throughout the state may be required.
- There is potential exposure to communicable diseases. The consistent and effective use of appropriate infection-control materials and techniques is required.

What You Need To Qualify:
A Qualified Mental Health Professional at the time of hire.
NOTE: To be qualified as a Qualified Mental Health Professional you must have:
• Graduate degree in psychology; or
• Bachelor's degree in nursing and be licensed by the State of Oregon; or
• Graduate degree in social work; or
• Graduate degree in a behavioral science field; or
• Graduate degree in recreational, art, or music therapy; or
• Bachelor's degree in occupational therapy and be licensed by the State of Oregon:
AND
Education and experience which demonstrates the competencies to identify precipitating events; gather histories of mental and physical disabilities, alcohol and drug use, past mental health services and criminal justice contacts; assess family, social and work relationships; conduct a mental status examination; document a multiaxial DSM diagnosis; write and supervise a treatment plan, conduct comprehensive mental health assessment; and provide individual, family, and/or group therapy within the scope of practice.

- Certificates and/or work experience related to substance use treatment.
- Certificates and/or work experience related to sexual harming behaviors.
- Strong clinical skills with adolescents and young adults, with the ability to provide clinical work independently.
- Delivering manualized group treatment.
- Possession of Trauma informed care certifications.
