Contract Specialist, GS-11/12

This Direct-Hire position is in the Food and Drug Administration and is located in the Office of Operations; Office of Finance, Budget and Acquisitions; Office of Acquisitions and Grants Services in Beltsville, MD which provides high quality support to FDA programs by managing all contracts and assistance agreements.

Responsibilities
  • Serve as a Contract Specialist responsible for:
  • Procurement process, from receipt of requisition to recommendation for award, to post-award administration, for the procurement of a variety of commodities and supplies/services in support of agency Center activities nationwide.
  • Procurement planning, acquisition strategies, solicitations, and coordinate formal source selection processes, negotiating, and awarding of contract, and contract closeout processes.
  • Contracts covering a period of more than one year. Typical contract types include Firm-Fixed-Price, Time-and-Materials , Labor-Hour and Cost-Reimbursement (CR).Providing technical guidance on the acquisition principles and regulatory and procedural guidance, when required.

The position of Contract Specialist falls under the 1102 occupational series. To qualify for this position at grade GS-11/12, you must meet the following:
Basic Requirements 
Basic requirements for Series 1102: GS-5 through GS-12: (Transcripts are required)
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.

Training Requirements:
Completion of mandatory training is required for Federal Acquisition Certification (FAC-C), Level I and/or II http://www.fai.gov.
 A copy of a current Level I and II certification must be uploaded.

Minimum Qualifications
Specialized Experience. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

GS-11:
You must possess one year (52-weeks) of specialized experience, equivalent to at least the next lower grade level (GS-9) in the Federal service.
Such experience includes: Basic contracting principles and procedures applicable to pre-award and/or post-award actions sufficient to procure and/or administer contracts for a variety of equipment, services, and/or construction; and acting as a business advisor to internal stakeholders.
OR
3 full academic years of progressively higher level graduate education
or Ph.D.
or equivalent doctoral degree

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-12:
You must possess one year (52-weeks) of specialized experience, equivalent to at least the next lower grade level (GS-11) in the Federal service.
Such experience includes: Applying advanced contracting principles and procedures applicable to pre-award and/or post-award actions sufficient to procure and/or administer contracts for a variety of equipment, services, and/or construction; and acting as a business advisor to internal stakeholders.
