ENVIRONMENTAL SPECIALIST II (Regulatory Analyst) – P6021, P6022, & P6023

Minimum Starting Salary: $48,391

What you will be doing: The Department of Environmental Quality’s Division of Water Permitting seeks three qualified candidates to assist with, coordinate, and sometimes lead the development, maintenance, and implementation of policies, regulations, guidance, program manuals and reports for the Division of Water Permitting and other agency programs as needed. These positions will ensure that state environmental programs, plans, and regulations meet the requirements of federal and state statutory and regulatory provisions and program guidance, including any associated policy board directives, by developing programs, plans, regulations and associated support documents so that federal and state statutory and regulatory provisions and guidance are met within the specified time period.
 
Qualifications:  
 
  • Comprehensive knowledge of policy analysis techniques, legislative practices, research and evaluation techniques, and organizational components and services. 
  • Considerable knowledge of environmental programs, permits, laws, regulations. 
  • Demonstrated experience with project management.
  • Demonstrated experience with and personal computer operations (including word processing, spreadsheets and database management).
  • Demonstrated ability to conduct and report analyses; to conduct independent research and to analyze, interpret and apply regulations, procedures and legislative proposals and mandates.
  • Ability to communicate effectively verbally and in writing (including giving presentation and managing meetings); to draft legislation, regulations, plans and program documents or other types of professional/technical writing.
  • Ability to serve as liaison to, and work with, diverse groups of people.

Qualifications preferred but not required: Graduation from an accredited college or university with major course work in policy or law, water resources, environmental planning or natural science, or combination of work experience and education demonstrating an equivalent technical background.
