Human Resource Generalist

The Park District of Oak Park is hiring a Full-Time Human Resources Generalist. We offer a competitive compensation package that includes a salary of $50,000 - $52,000 based on qualifications, medical, dental, vision, flexible spending account, IMRF, vacation, sick time, personal days, holidays and a live well reimbursement program.

Job Purpose
Under the direct supervision of the Director of Human Resources & Risk Management, the HR Generalist handles the daily functions of the Human Resources Department including but not limited to full-cycle recruitment, new employee orientations, personnel training, employee relations and HRIS system management.
Essential Functions:
  • Responsible for the full cycle talent acquisition process including; creating job announcements, advertising, candidate sourcing, resume/application screenings, candidate phone/in-person screenings, candidate interviews and recommend selection of applicants
  • Communicates and collaborates with hiring supervisors, Director of Human Resources and Diversity, Equity and Inclusion team to establish hiring strategies based on current and future workforce planning for department needs, District needs and Inclusivity value
  • Proactively establishes and continuously develops and maintains networks/partnerships to actively build database and pipeline of diverse candidates
  • Seeks out and represents the District at recruiting events (i.e. job fairs), providing District and job information to candidates
  • Maintain HRIS applicant tracking system, recruiting reports and other staffing administration functions
  • Manages the candidate experience throughout the selection process, effectively communicating and ensuring a positive candidate experience
  • Develops, provides and conducts training related to HRIS Talent Acquisition, hiring, interviewing skills, candidate evaluation and on-boarding processes
  • Serves as a point of contact for administration of the HRIS Systems Management , including but not limited to set up, troubleshooting, system process changes and password resets.
  • Develop and maintain recruitment budget
  • Ensure integrity in processes and that hiring activities comply with all applicable laws
  • Assist with and conduct new employee on-boarding, ensuring processes are followed and engaging. Conducts engagement surveys with employees during the on-boarding process
  • Consult with hiring managers on creating and updating job descriptions as needed and manage the regular review and update of job descriptions with staff
  • Maintains a master database of job descriptions
  • Responds timely to internal and external applicant requests
  • Presents benefit options to newly eligible staff
  • Performs benefit administration including changes in benefit elections, new employee enrollment, open enrollment and termination of benefits
  • Administers leave of absence programs
  • Updates and recommends changes to personnel policies and procedures; creates draft policies to address changes to applicable laws or District operating procedures.
  • Partners with management to effectively communicate personnel policies, procedures, laws, standards and government regulations
  • Administers personnel procedures and policies for all district personnel; assists in development and implementation of personnel policies and procedures and recommends changes for periodic updates to the Personnel Manual
Additional Functions:
  • Maintains relationships with past candidates for future opportunities
  • Assists with the design, implementation and evaluation of Human Resources process, programs and policies
  • Conducts wage and salary surveys by collecting and evaluating salary data; prepares recommendations for review by the Director of Human Resources
  • Assists with the performance evaluation process as needed
  • Maintains a system for applicant records and procedures
  • Assists HR Team on projects and serves as HR back up as necessary
Knowledge, Skill and Work Experience
Required:
  • Bachelor degree (4 year) in human resources or a related field
  • 2 + years of Human Resources experience, with a concentration in talent acquisition and recruiting
  • Experience using various sourcing techniques including the Internet, advertising, networking and community resources
  • A solid understanding of current employment law and the ability to learn and follow new developments and their application to recruitment processes and transactions
  • Knowledge of various interviewing methods
  • Excellent verbal and written communication skills with the ability to adapt communication style and message to the audience
  • Ability to act with integrity, professionalism, and confidentiality
  • Proficient in Microsoft Office (Outlook, Excel, Word and Powerpoint) and Excel and working within a Windows based environment
  • Previous experience or the ability to quickly learn the organizations HRIS and talent management system
  • Knowledge of job posting sites and professional social media platforms
  • Excellent organizational skills and attention to detail
  • Excellent interpersonal, negotiation and conflict resolution skills
  • Ability to organize, prioritize and handle a variety of different tasks and matters at the same time with a sense of urgency
  • Ability to read and analyze reports, policies, procedures and methods.
  • Ability to cooperate and partner with all Park District departments
  • Ability to operate office equipment including, but not limited to, computer, printer, copier and telephone voicemail system
  • Ability to work with the public and all staff
  • Ability to work independently
  • Ability to consistently prioritize work and meet deadlines
  • First Aid, Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) certifications within 3 months. The District provides this training
Recommended:
  • Certification in Human Resources (PHR/SPHR, CP/SCP) or post-graduate training/education.
  • Previous experience identifying job and organizational competencies
  • Previous experience using Paycom System
  • Previous experience in the Park District industry
  • General knowledge of legal and industry-related technical terminology
Work Environment, Physical Demands and Considerations
  • Frequently sitting, walking, standing and typing
  • Occasionally climbing, balancing, stooping, kneeling
  • Strength: work requires handling average weight (up to 25 lbs.) materials or equipment
  • Normal office conditions for majority of work, may include occasional light and temperature variations
  • Frequently using a computer and sitting in front of a monitor
  • May be exposed to occasional inclement weather as position may require outdoor work
  • Ability to understand and carry out verbal and/or written instructions efficiently and effectively
  • Ability to interpret early warning signals and communicate information
  • Ability to involve others through informal networking and involve others in decision making
  • Ability to speak effectively to the public
