Pandemic Operations Team

External Candidates: Full vaccination for COVID-19 is required within 30 days of employment. Vaccination status, to include documentation if fully vaccinated, is required by the first day of employment.     


New Hanover County is inviting interested persons to apply to be part of a unique opportunity of building a Pandemic Operations team. County functions are critical to the response and recovery of our community from the COVID-19 pandemic and are essential to the well-being and health of our citizens. This team will be made up of a group of professional staff responsible for analyzing the epidemiological spread and containment of diseases and formulating operations and outreach plans for current and potential pandemic and catastrophic events. This is a new division within Health and Human Services, on the cutting edge of providing enhanced services to protect and maintain safety for the public through clinical assessment, data analysis, and strategic planning and implementation of crisis plans. 
 

The team will be made up of:
  • Pandemic Operations Manager who manages the pandemic operations division of Public Health with a sustained focus on administrative, logistics, communications, and clinical functions required to address global pandemics and positively impact population protection planning efforts and programs.
  • Pandemic Operations Planner who performs strategic planning and program development functions for the Health Department’s pandemic operations team to include large-scale disease outbreaks and pandemic response. Develops continuous improvement strategies in COVID response.
  • Public Health Epidemiologist who collects data related to determinants of disease outbreaks and analyzes trends to identify program priorities that are most effective in reducing disease and other disparities related to pandemics. Conducts behavioral and environmental risk assessment and determines trigger points for program implementation.
  • Pandemic Operations Outreach Specialist who creates communication related to disease outbreaks and pandemics and disseminates such information via press releases/public service announcements, media campaigns, digital media, and community outreach programs. Responds to public inquiries and provides technical assistance and consultation to community partners and healthcare providers regarding pandemic prevention strategies through oversight of a call center. 
  • Inventory Control Technician who manages inventory of supplies and medications.
  • Team of Public Health Nurses to implement testing, vaccine and treatment interventions.
  • Team of Pandemic Operations Contact Tracers to conduct surveillance and investigate close contacts of those testing positive for disease in order to provide guidance on quarantine and symptom monitoring.
  • Team of Administrative Technicians to manage data entry.
 
Initial funding for these positions will be appropriated through the American Rescue Plan until December 31, 2024, with an expectation to request funding through the ongoing budget after exhausting the initial appropriated funds.

Certain positions are eligible for a one-time sign on bonus of $2,000.
