The Oregon Department of Environmental Quality has a full-time opportunity for a Cleanup Project Manager (Natural Resource Specialist 3) in Portland, Oregon.

There are 3 regions (Northwest, Western, and Eastern); this position is in Northwest Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!
You will be the Heating Oil Cleanup Project Manager responsible for providing project oversight for sites at which petroleum products have been released into the environment. This includes oversight of groundwater remediation, vapor intrusion, and contaminated soil projects by ensuring they meet all applicable regulatory and technical requirements; determination of when cleanup is complete; and evaluation of risk assessments to ensure that site conditions are protective of human health and the environment.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 3 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:

  • Excellent project management, analytical, and organizational skills; project management experience directing all phases of environmental investigations and cleanups of sites contaminated with hazardous substances.
  • Excellent verbal and written communication skills; skill in writing clear and concise reports describing complex industries and regulatory determinations.
  • Experience communicating complex technical information or controversial environmental issues to stakeholders and lay people; ability to communicate technical data to audiences unfamiliar with the subject matter.
  • Experience with petroleum cleanups, including investigating complaints, site investigation, remedial action, and initiating enforcement actions.
  • Experience working with various contractors: construction, equipment sales/installation, equipment repair, and engineering services.
  • Experience enforcing or issuing penalties for Federal, State, and/or local government regulations.
Working Conditions:
Work is performed in both an office setting and a field setting. During field visits, there may be exposure to contaminated soil, water, and fumes, as well as exposure to airborne contaminants.
