Legal Office Manager (District Attorney's Office)

Competitive compensation package:
Annual Salary Range: $70,829 - 95,619
Hourly Pay Rate: $34.05 - $45.97
*Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

If you answered “yes” to the questions above, we want you to join our team as a Legal Office Manager in the Adult & Juvenile Criminal Prosecution & Case Resolution Support unit of the Clackamas County District Attorney’s Office. We are searching for a dynamic and motivated individual with excellent leadership and interpersonal skills. As the Legal Office Manager, you will be a key member of our management team responsible for leading and supervising approximately 25 legal staff in their daily work activities, providing coaching, feedback, as well as, hiring, training and evaluating employees. If selected for this position, you will guide and oversee staff, who provide support prosecutors with criminal case resolution.
This is a critical role within the District Attorney's Office that has a primary focus on the effective supervision of a large legal support staff, serving as an intermediary between staff and the deputy district attorneys, operations and administrative staff, the court, other agency partners, as well as the public. You will oversee the workload of criminal prosecution ensuring processes fluidly meet ever-changing business needs. Another critical component of this position is to monitor, review and determine relevancy of new information for impact on business processes, adjust, develop, and implement policies and procedures to achieve continuous improvement of service delivery and agency collaborations that continue to create value. In this role, you will have an opportunity to participate in and support the District Attorney’s leadership team in the organization-wide supervisory and leadership strategic initiatives and efforts.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of six (6) years of relevant work experience managing office functions and procedures
  • Experience supervising a team of 10 or more employees (Supervisory experience is defined as/includes providing daily work direction and/or scheduling, assigning work, checking completed work, training, coaching, hiring, maintaining confidentiality related to personnel records and issues, as well as performance evaluation and taking corrective action when needed.)
  • Experience (with increasing responsibility) leading projects, programs and/or initiatives
  • Experience developing staff through change management and ongoing quality assurance processes
  • Experience making decisions and solving problems independently
  • Strong interpersonal skills that translate into all of the following:
  • Leading by example in cultivating an inclusive, supportive, collaborative, and team-oriented work environment

Preferred Special Qualifications/ Transferrable Skills:*
  • Bachelor’s Degree from an accredited college or university in Business Management, Business Administration, Criminal Justice, Public Administration, or other closely related field
  • Supervisory experience in a legal office or similar setting
  • Experience supervising a team of 20 or more employees (Supervisory experience is defined above)
  • Experience working in a criminal justice field
  • Experience applying state laws, rules and regulations as they relate to legal office or criminal justice setting
  • Working knowledge of legal principles, concepts, systems, processes and terminology
  • Experience analyzing processes, policies, and procedures for efficiency; identifying opportunities for improvements and providing written recommendations based on the analysis
  • Experience working in an Agile framework and/or using Agile as a change management strategy
  • Project management experience including planning, organization, and implementation
  • Experience with programs related to victim assistance and/or community engagement in the delivery of services and the development of community partnerships
  • Experience evaluating workflow and re-prioritizing to meet business needs in a fast-paced environment
  • Experience with Prosecutor by Karpel (PbK), Law Enforcement Data System (LEDS), CLASSWeb software programs, and/or any case management program

TYPICAL TASKS

Duties may include but are not limited to the following:
  • Plan, assign and schedule work through subordinate Senior Legal Assistants; organize and prioritize work flow; provide direction on complex technical or procedural issues.
  • Hire and supervise Iegal office staff; prepare performance evaluations; recommend and administer progressive discipline; respond to grievances and other union issues; conduct and/or facilitate staff training and development; promote cooperative team efforts among staff and with other County departments; motivate employees to provide quality service to citizens.
  • Research, recommend, develop and implement technical and/or administrative revisions to office systems, procedures and policies; evaluate processes to determine effectiveness; recommend changes as appropriate; interpret laws, regulations, policies and department procedures to the public and staff.
  • Serve as an intermediary between legal support staff and the rest of the office, including Deputy District Attorneys, operations and administrative staff as well as the public in resolving conflicts; oversee and maintain efficient office procedures and systems; ensure appropriate staff coverage to meet workload demands.
  • Coordinate the activities of contractors and County personnel providing maintenance, repair and purchase of equipment, supplies and services at office facilities, including heating and air conditioning, electrical, plumbing, safety, security, telephone and other office equipment and office supplies; analyze and make recommendation on facility space planning and development; develop recommendation for future facilities, space utilization and service requirements; coordinate and respond to facility emergencies, safety complaints and other facility issues.
  • Under direction, prepare a variety of complex documents, including sensitive correspondence regarding discipline, grievances and discharge; complete forms and monitor personnel processes for compliance with County policies and procedures; complete and audit department/division payroll time sheets for reporting errors; apply staff time to appropriate budget/project numbers; develop and maintain department/division employee records.
 

WORKING CONDITIONS

Duties involve exposure to cases where documents, evidence and/or case discussion may contain emotionally upsetting or disturbing information.
 

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
